This year (2008), the best way to help would be with the following things. All submissions should be emailed in a zipped (.zip, gzip, bzip, etc) archive to mopey_webstersprodigy.net (obviously replace anti-spam underscore with @). Also be sure to mail with the appropriate subject (ie web challenge). You probably want to talk to use before you start, to see if your idea fits into the grand scheme of things.
Web Challenges
The web challenges will be put on a pretty standard LAMP server (probably ubuntu 7.10, but it shouldn't matter). You should test yours out thoroughly, and it should only require pretty common stuff (ie common cgi, php, etc). If anything needs to be done on the server side, explicit instructions need to be given in a README. Your challenge should be self contained and tested, and it should be possible to extract it to a directory on the server and run it without interfering with other challenges.
Every web challenge should have some sort of password objective. ie, they compromise your 'security' and get some type of password. This makes scoring much easier.
For examples see hackthissite.org.
This is the one thing we probably need the most help on. If you need access to a lamp server for testing, contact me.
CTF
Help make our ctf box vulnerable. Details about the challenge are a bit of a secret, but the general idea (as far as setup is concerned) is to put as many vulnerable applications on a box as possible. To help with this, look at the backtrack2 distro and compile extra vulnerable applications for this. It could be as simple as s/strncpy/strcpy, suid, etc. anyway, zip up whatever you do or put it in a readme and we'll probably put it on the box for a competition.
This is another biggie where we could use some help.
Programming Challenges
Submit your ideas for neato programming challenges.
